No. This is the civil flag format of Haiti featuring clean, equal horizontal stripes of blue on top and red on the bottom with no seal.

Will the rigid plastic clip scratch my tinted windows?

The U-shaped base is molded from smooth plastic without sharp edges. As long as you slide it carefully over the top edge of the glass and roll the window up tightly into the rubber door seal, it should not scratch standard aftermarket tints. However, repeated removal and installation on the same spot can cause wear over time.

Does it matter which window I put the flag on?
